Blackpool is continuing to face homelessness levels more than twice the national average, according to a new council report.
Figures show nearly 18 applications for help per 100,000 people, compared with seven across England.
The town’s supply of low-cost accommodation is seen as a factor, with the end of private tenancies the leading cause.
The council says prevention work has improved, but pressures remain challenging despite new funding and support measures.
