A new 91‑home housing estate near Whinney Hill Tip has been proposed.
MCI Developments, part of Keepmoat Homes, has applied for planning permission for the multi‑tenure development from Hyndburn Council.
The site is at Whinney Hill Works, Whinney Hill Road, Altham.
Supporting documents submitted with the application say: “Planning permission is sought for the development of a 91 multi‑tenure residential scheme, with a minimum of 20 per cent of the homes being made available for affordable purposes.
“The remainder of the homes will be made available either for open market sale or private rent.
“The site comprises an area of uncultivated rough grassland situated to the south of Whinney Hill Road.
“To the south, beyond Whinney Hill woodland, lies a long‑established residential neighbourhood.
“To the east, land is identified within the Local Plan as an area allocated for Gypsy and Traveller accommodation, with Huncoat Business Park beyond.
“To the north‑west, Whinney Hill Quarry and the associated landfill site occupy a substantial tract of land.
“This lies beyond the sewage works neighbouring the site.
“The development proposes to deliver 52 two‑bedroom dwellings, 27 three‑bedroom dwellings and 12 four‑bedroom dwellings.
“The proposal will include six different house types and will predominantly comprise semi‑detached and terraced properties, with two detached dwellings.
“The proposed development will include a minimum of 20 per cent affordable housing, equating to 19 dwellings. Seven will be made available for affordable home ownership and 12 for social or affordable rent.
“All the affordable homes will be two‑bedroom, three‑person properties, utilising two different house types.
“The homes will extend to two storeys in height.
“Access to the site is proposed off Whinney Hill Road via a new entrance point.
“The new estate road will extend the length of the site, running in a north‑east to south‑west direction, and will loop around the central residential block, meaning vehicles will not be required to turn around within the site.
“In total, 183 car parking spaces will be provided.
“An outdoor play area has been incorporated, designed with natural surveillance to enhance safety, while green open space is maintained.
“All properties will benefit from private rear gardens of appropriate scale and proportion, providing high‑quality amenity spaces that maintain privacy for neighbouring residents.
“The M65 and A56/M66 lie to the north and west of the site, providing excellent access to the strategic motorway and trunk road network.
“Accessibility is further enhanced by the presence of Huncoat Railway Station.”
